I have been paying for 4 months about $2200 already.My wife just got a IRS levy for the same taxes I’m already being garnished on. A: Can they do that and B: Do I need to get a tax attorney?

Must have been a joint return. If you had a refund it would belong to both of you so if you owe they can go after both if the return was signed by both.
If it was only your return they can’t do that.

A) Yes, they can do that if the taxes that were owed came from a jointly-filed tax return. If the taxes were only from your part of the tax return, she can file for innocent spouse relief. (see link below).
B) You either need to contact the IRS yourself to request the levy be lifted, or else get an enrolled agent (this is a person qualified to represent others before the IRS) or a tax attorney to contact them on your behalf.
The IRS will make a determination based on your allowable living expenses of how much you will be required to pay per month in installments to avoid being levied in the future.
If you reasonably believe the taxes are in error, then a tax attorney is required in order to bring the case before Tax Court.
