The constitution guarantees the people the ultimate authority, power and control over the govts. in tyranny. The only step is for the people to rise up and stake claim and demand impeachment. If the demands are not met, the constitution gave the right and duty of the peopl, by the people and for the people to overthrow the tyranny and take the govt. back.
